In early April, Governor Walker signed over 60 bills into law, including a number that CARW and the WRA supported. Later this month, a number of others will be signed.
AB 659, Allowing municipalities to make the same levy limit adjustment when subtracting territory from a TIF district as currently allowed when closing a district. Act 223 takes effect April 5. The change first applies to a levy that is imposed in December 2018. The League initiated this bill.
AB 770, The Developers Bill, placing new limits on municipal powers to regulate development and recover the cost of serving new development as well as imposing new reporting requirements on cities and villages above 10,000 in population. Act 243 generally takes effect April 5, but several provisions don’t take effect until December 2019. Also the new housing affordability and development fee reports must first be completed by January 1, 2020.
