Earlier this week, CARW released a call to action for members to contact legislators asking them to oppose LRB 4515 that would limit TIF. Legislation (LRB 4515) is being proposed that would significantly limit the use of tax increment financing (TIF), which is one of Wisconsin’s most important economic development tools. Under the bill, cash grants to developers would be limited to 20% of project costs. While the bill exempts some uses of TIF, the 20% cap would significantly limit the use of TIF for redevelopment and environmental remediation projects, which are important for SE Wisconsin. Moreover, the bill would require unanimous approval by the Joint Review Board to expand the TIF territory or duration, which would effectively prevent such expansions from occurring.
